In Pegnitz, Kulmbach, Helmbrechts, Marktredwitz, and Hollfeld, reports are mounting of serious problems with the fibre-optic rollout in connection with GlasfaserPlus and Fiber Solutions sp. z o.o. Affected companies describe outstanding claims, construction site disruptions, a lack of resolution, and significant economic pressure.

According to a coordinated account by the affected companies, the firms named in this context include, among others: Daluva UAB, Blakaj GmbH, El Houje’s BV, Datos Bau, Infracon BV, Systematik Group, AK Tiefbau, and Meliorant Drabent GmbH. These companies speak not of isolated incidents, but of a recurring pattern of unpaid invoices, delays, and inadequate responses to complaints.

According to the affected companies, invoices remain wholly or partially unpaid despite services rendered or arranged. At the same time, they describe organisational problems on construction sites, delayed or missing feedback, and significant knock-on effects for personnel, materials, equipment, and local suppliers.
The affected companies also report that, in connection with the projects, on-site inspections, visits by the mayor, and further meetings took place. However, according to their account, these contacts did not lead to a lasting resolution of the outstanding issues or to any tangible relief for the companies involved.
A complaint concerning alleged irregularities linked to Fiber Solutions sp. z o.o. was submitted to the management of GlasfaserPlus. By email dated 30 June 2025, it was stated that the underlying facts would be reviewed and the content of the complaint discussed together with the construction partner, Fiber Solutions. According to the affected companies, no final response has been given to this day.

The public Facebook page of Pegnitz Town Hall reported on a symbolic ground-breaking ceremony for the fibre-optic rollout in Pegnitz. The publication documents the public event and the presence of several participants; however, it does not substantiate any further allegations.
According to the affected companies, a meeting regarding the local construction sites took place in Pegnitz on 03 July 2025 at 09:00. According to the participating firms, attendees included a representative from Telekom, the mayor, the responsible rollout manager from GlasfaserPlus, and representatives of Fiber Solutions sp. z o.o.
The subject of the meeting was the problems described by several affected companies in connection with the Pegnitz construction sites – in particular, outstanding claims, communication difficulties, organisational deficiencies, and, from the perspective of the affected firms, insufficient responses to complaints previously raised.
According to the affected companies, further tensions and a marked escalation in communications followed this meeting. In this context, reference is also made to the site manager of Fiber Solutions sp. z o.o., who, according to the affected firms, repeatedly pointed out deficiencies related to the construction sites.

According to the participating companies, the mayor promised to take up the matter and examine the issues raised. From the perspective of the affected firms, however, no clearly discernible final resolution of the points raised has yet occurred.
A criminal complaint has been filed with the Bayreuth Public Prosecutor’s Office. The affected companies possess an official letter bearing a case reference number. For reasons of personal data protection and out of consideration for ongoing proceedings, the letter is not being published and the case reference number is not disclosed here.

According to the affected companies, the matter has also been submitted to the competent authorities in Poland. No official documents relating to this are published in this version.
Publicly accessible press reports and online complaints show that the debate about unpaid invoices, work stoppages, road damage, and the consequences for subcontractors has long since moved into the public arena. In this article, these sources serve to contextualise the state of public discussion. According to the affected companies, the events described point to a systematic pattern that can no longer be treated as a mere communication problem. Network operators, principals, and responsible authorities must immediately review the handling of these projects, provide transparent clarification, and address outstanding claims in earnest.
